Abstrak

As the largest archipelagic nation, Indonesia's ALKI I (Archipelagic Sea Lanes Indonesia I) is strategic yet vulnerable to sea security threats. The limited rapid response of Indonesian warships (KRI) in reaching incident locations poses a challenge. The utilization of amphibious aircraft is considered potentially beneficial in enhancing the responsiveness and reach of sea security operations. Other countries, such as Canada and Australia, have adopted amphibious aircraft for patrol and search-and-rescue operations. The development of amphibious aircraft in Indonesia is still hampered by technical and budgetary constraints. An analysis of amphibious aircraft utilization is necessary to evaluate the readiness of infrastructure, human resources, and supporting policies to maximize their role in sea security operations in ALKI I. An in-depth study is needed to formulate an operational model that aligns with the geographical conditions and security needs of ALKI I. The objectives of this research are to identify the characteristics of threats and challenges in sea security operations in ALKI I, analyze the potential and strategic role of amphibious aircraft in sea security operations in ALKI I, and provide recommendations for policies, strategies, and efforts related to the use of amphibious aircraft in the context of seas security operations in ALKI I. Data was collected through observation and in-depth interviews with experts in the field of sea security operations. The results of this study are expected to provide a clearer picture of the strategic role of amphibious aircraft in sea security operations in ALKI I, as well as its implications in the context of maintaining sea sovereignty in Indonesia. Thus, this research can contribute to the development of more effective sea security operation policies in the Indonesian Navy (TNI AL).
