ANALISIS PARTISIPASI PUBLIK DALAM IMPLEMENTASI FUNGSI LEGISLASI DPRD KABUPATEN MOJOKERTO

Abstrak

Penelitian ini mengkaji partisipasi publik dalam proses legislasi daerah yang dilakukan oleh DPRD Kabupaten Mojokerto sebagai representasi rakyat dalam merumuskan peraturan daerah yang sesuai dengan kebutuhan masyarakat. Melalui pendekatan kualitatif studi kasus, data dikumpulkan dengan wawancara mendalam kepada anggota DPRD, tokoh masyarakat, aktivis advokasi, serta analisis dokumen resmi seperti risalah sidang dan rancangan peraturan daerah. Observasi terhadap musyawarah publik dan konsultasi kebijakan juga dilakukan untuk memahami akses masyarakat dalam menyampaikan aspirasi. Hasil penelitian mengungkap bahwa DPRD Kabupaten Mojokerto telah menjalankan mekanisme partisipasi publik berupa konsultasi publik, rapat dengar pendapat, dan forum musyawarah dengan kelompok masyarakat. Namun, efektivitas partisipasi ini masih terbatas dan menghadapi tantangan signifikan. Masyarakat yang dapat terlibat biasanya berasal dari kelompok dengan akses lebih besar ke informasi dan jaringan politik, sehingga partisipasi belum merata. Regulasi yang ada mendukung keterlibatan publik, tetapi implementasinya belum optimal, sehingga aspirasi masyarakat luas belum sepenuhnya terakomodasi dalam legislasi daerah. Temuan ini menyoroti perlunya pengembangan mekanisme yang lebih inklusif dan akses informasi yang lebih merata agar partisipasi publik benar-benar mencerminkan kepentingan seluruh lapisan masyarakat.

This study examines public participation in the regional legislative process conducted by the Mojokerto Regency Regional People's Representative Council (DPRD), which represents the people in formulating regional regulations that meet community needs. Using a qualitative case study approach, data were collected through in-depth interviews with DPRD members, community leaders, and advocacy activists, as well as through analysis of official documents such as meeting minutes and draft regional regulations. Observations of public deliberations and policy consultations were also conducted to understand public access to conveying aspirations. The study revealed that the Mojokerto Regency DPRD has implemented public participation mechanisms in the form of public consultations, hearings, and deliberation forums with community groups. However, the effectiveness of this participation remains limited and faces significant challenges. Those who are able to participate typically come from groups with greater access to information and political networks, resulting in unequal participation. Existing regulations support public involvement, but their implementation has not been optimal, resulting in the aspirations of the wider community not being fully accommodated in regional legislation. These findings highlight the need to develop more inclusive mechanisms and more equitable access to information so that public participation truly reflects the interests of all levels of society.
