MENGUNCI SINERGITAS KPH DAN DESA: ANALISIS DAMPAKNYA DALAM MEMUSNAHKAN BUDAYA PERAMBAHAN HUTAN

Abstrak

Kurangnya pengetahuan dan pemahaman masyarakat tentang pentingnya pelestarian hutan di wilayah Balai KPH Ampang Plampang menyebabkan kurangnya arahan dalam pengelolaan kawasan hutan yang ditangani oleh warga sekitar. Salah satu akibat yang paling memprihatinkan adalah sikap, keyakinan, dan praktik masyarakat sebagai pengelola kawasan hutan yang cenderung mengutamakan panen palawija seperti jagung. Oleh sebab itu, perlu adanya kolaborasi antara Balai KPH Ampang Plampang dan Pemerintah Desa Banda untuk bersinergi dalam mengubah sikap dan pola pikir masyarakat Desa Banda. Penelitian ini bertujuan untuk menganalisis pengaruh dari sinergi inovasi antara BKPH Ampang Plampang dan Pemerintah Desa Banda untuk menghapus budaya perambahan hutan di Desa Banda. Metode yang diterapkan dalam studi ini adalah pendekatan kualitatif deskriptif. Penelitian kualitatif deskriptif berlandaskan pada filsafat postpositivisme dan ditujukan untuk memeriksa objek yang bersifat alami, berlawanan dengan eksperimen, di mana peneliti berperan sebagai instrumen utama. Pengumpulan data dilakukan dengan teknik triangulasi, yaitu kombinasi dari berbagai sumber. Tujuan dari penelitian deskriptif kualitatif adalah untuk mendeskripsikan, memperlihatkan, menjelaskan, serta memberikan jawaban yang lebih mendetail mengenai masalah yang diteliti melalui pemahaman mendalam terhadap individu, kelompok, atau peristiwa tertentu. Hasil penelitian dituliskan dalam bentuk kata-kata atau pernyataan yang mencerminkan kondisi yang sesungguhnya. Proses analisis kualitatif melibatkan informasi dari Pemerintah Desa Banda, masyarakat, dan anggota KWTH Banda Sejahtera. Dengan pendekatan deskriptif ini, diperoleh kata-kata tertulis atau verbal dan pengamatan perilaku terkait inovasi sinergi, penebangan hutan, pengembangan hasil hutan non-kayu secara berkelanjutan, serta upaya pelestarian kawasan hutan. Berdasarkan hasil penelitian, terdapat sejumlah penyebab deforestasi, cara-cara untuk mengatasi permasalahan, serta efek kerjasama antara KPH dan Desa. Penyebab terjadinya deforestasi di Desa Banda yang terletak di Kecamatan Tarano adalah: 1) faktor sosial dan ekonomi; 2) faktor akses terhadap hutan; 3) faktor budaya; 4) faktor kurangnya pendidikan masyarakat; 5) faktor keterbatasan personil dalam pengawasan hutan. Dari kelima faktor tersebut saling berkaitan satu sama lain. Faktor yang lebih mendorong terjadinya perambahan hutan yaitu faktor sosial dan ekonomi. Upaya untuk mengatasi masalah perambahan hutan dilakukan dengan memperhatikan kelima aspek yang telah disebutkan. Untuk memastikan keberhasilan inisiatif ini, BKPH Ampang Plampang bekerja sama dengan Pemerintah Desa Banda. Beberapa hasil positif dari kolaborasi ini antara lain: 1) intensitas kerja sama yang semakin solid setelah Dana Desa dialokasikan untuk mendukung fungsi KPH sejak 2022; 2) perubahan cara pikir, perilaku, dan budaya masyarakat yang mulai menjauh dari tradisi merambah hutan; 3) terealisasinya Wisata Desa KARAJA dan peningkatan produktivitas KWTH Banda Sejahtera yang berkontribusi pada pengurangan ketergantungan terhadap hutan di hilir; 4) kesejahteraan warga yang mengalami peningkatan; 5) lahirnya inovasi lain seperti pengembangan minyak kayu putih.

Lack of knowledge and understanding of the community about the importance of forest conservation in BKPH Ampang Plampang area has resulted in a lack of direction in the management of forest areas handled by local residents. One of the most concerning consequences is the attitude, beliefs, and practices of the community as forest area managers who tend to prioritize the harvest of secondary crops such as corn. Therefore, there needs to be collaboration between BKPH Ampang Plampang and the Banda Village Government to synergize in changing the attitudes and mindsets of the Banda Village community. This study aims to analyze the influence of innovation synergy between BKPH Ampang Plampang and the Banda Village Government to eliminate the culture of forest encroachment in Banda Village. The method applied in this study is a descriptive qualitative approach. Descriptive qualitative research is based on the philosophy of postpositivism and is intended to examine natural objects, as opposed to experiments, where researchers act as the main instrument. Data collection was carried out using triangulation techniques, namely a combination of various sources. The purpose of qualitative descriptive research is to describe, show, explain, and provide more detailed answers to the problems studied through an in-depth understanding of certain individuals, groups, or events. The results of the study are written in the form of words or statements that reflect the actual conditions. The qualitative analysis process involves information from the Banda Village Government, the community, and members of KWTH Banda Sejahtera. With this descriptive approach, written or verbal words and observations of behavior related to synergy innovation, deforestation, sustainable development of non-timber forest products, and efforts to preserve forest areas are obtained. Based on the research results, there are a number of causes of deforestation, ways to overcome the problems, and the effects of cooperation between the KPH and the Village. The causes of deforestation in Banda Village, located in Tarano District, are: 1) social and economic factors; 2) factors of access to forests; 3) cultural factors; 4) factors of lack of community education; 5) factors of limited personnel in forest supervision. Of the five factors, they are interrelated. The factors that drive forest encroachment are social and economic factors. Efforts to overcome the problem of forest encroachment are carried out by considering the five aspects that have been mentioned. To ensure the success of this initiative, BKPH Ampang Plampang is working with the Banda Village Government. Some positive results from this collaboration include: 1) the intensity of cooperation is increasingly solid after Village Funds were allocated to support the function of the KPH since 2022; 2) changes in the mindset, behavior, and culture of the community who are starting to move away from the tradition of encroaching on forests; 3) the realization of KARAJA Village Tourism and increased productivity of KWTH Banda Sejahtera which contributes to reducing dependence on forests downstream; 4) the welfare of citizens has increased; 5) the birth of other innovations such as the development of eucalyptus oil.
